The NCAC Eagle Scout Procedures Guide provides more detailed guidance to Life Scouts and Scouters in the NCAC. This guide details the policies and procedures relating to the Eagle rank and to address commonly asked questions and issues. This guide is very comprehensive and is a good resource.

Tracking Eagle Scout Rank Requirements​
The following Troop 648 Path to Eagle Tracking Spreadsheet provides the current status of each Life Scout working towards the Eagle rank. The Troop 648 Eagle Scout Coach updates this spreadsheet with the latest information and can correct any errors or omissions. Please also use the "Contact Info" tab in the spreadsheet to complete the "Contact Information" in the Eagle Scout Service Project Workbook (see below).

Overview
Many Troop 648 Scouts have earned the rank of Eagle, which is the highest rank award in Scouting. Please contact the Troop 648 Eagle Scout Coach to get personal help on navigating the path from Life to Eagle. The following page provides information on Eagle Scout projects.
IMPORTANT: The Eagle Scout candidate is responsible for ensuring that information on the Troop 648 Path to Eagle Tracking Spreadsheet is current and accurate. The candidate should work with the Troop 648 Eagle Scout Coach to update this spreadsheet as needed.

For the Eagle Board of Review (EBOR), the Eagle Scout candidate should scan these documents and share them with the Troop Eagle Coach to facilitate an efficient EBOR. The Eagle Scout candidate should also retain the original paper copy with the hand-written signatures.

IMPORTANT: The Eagle Scout candidate is responsible for making sure that their binder is 100% complete prior to meeting with the Troop Scoutmaster, Troop Committee Chair, District Eagle Coordinator (Mr. Truong), and the EBOR. There are no exceptions. Scouts should review the NCAC Eagle Scout Verification Procedures to find and fix issues with the Eagle Scout Rank Application. This will help speed up the overall processing time at the NCAC.

Eagle Scout Binder Checklist
Eagle Scout candidates will compile a binder of forms and documents. This is called the Eagle Scout "binder" or "package." It is important that this binder is neat and organized in order to ensure an efficient EBOR.

The following is a checklist that Scouts should use to compile their binder.

Original Two-Page Eagle Scout Rank Application (ESRA) - The second page of this form (when complete) will document the review and approval of the following people: (1) Eagle Scout candidate, (2) Scoutmaster, (3) Troop Committee Chair, and (4) Four Mile Run District Eagle Coordinator (will be signed after successful completion of EBOR).

Scouts BSA Individual Advancement Record can be downloaded by logging into Scoutbook and accessing the Troop 648 advancement record page.

Merit Badge Blue Cards - These blue cards should be organized in plastic sleeves for three ring binders (plastic sleeves for baseball cards work best).

Eagle Scout Board of Review Documentation
The Troop 648 Eagle Scout Coach will schedule the EBOR only after the District Eagle Coordinator completes their review of the ESRA.

Eagle Scout candidate will review the ESRA and the binder with the Scoutmaster and Troop Committee Chair and get their signatures on Page 2 of the ESRA.

Eagle Scout candidate will review the ESRA and the binder with the Four Mile Run District Eagle Coordinator and obtain clearance to schedule the EBOR.
IMPORTANT: The Troop 648 Eagle Scout Coach cannot schedule the EBOR until the Four Mile Run District Eagle Coordinator completes their review of the ESRA. The Eagle Scout candidate must ensure that this document is in the binder for the EBOR.

Letters of Reference for the Eagle Scout Candidate
The Eagle Scout candidate must request letters of approval from a number of different people (see Page 1 of the ESRA). The best reference letters provide specific examples of how the Scout has lived by the Scout Oath and Law and (if possible) demonstrated leadership. Scouts can use the form below (see "Eagle Recommendation Letter Instructions - T648.pdf"). Some people procrastinate and delay sending a letter of reference after a Scout makes a request. It is recommended that Scouts make their requests well before their EBOR.

These letters should be mailed to the Troop 648 Eagle Scout Coach (not to Scout parents or the Scout). The Scout should provide each letter writer with an envelope (with stamp!) that is addressed to the Troop 648 Eagle Scout Coach. The Life Scout should also print their name on the outside of the envelope along with the name of person writing the letter of recommendation. This helpful because the letters remain unopened until the EBOR.

If a reference is non-responsive, then the candidate should contact the reference to ensure they received the request. They should inquire whether a response has been, or will be, sent. Every effort should be made to obtain a response. If responses are not received in a timely manner, the candidate must contact the Troop 648 Eagle Scout Coach for help. The coach will contact the reference. The candidate and coach should coordinate when one or more reference letters are not received in a timely manner. The NCAC Eagle Scout Procedures Guide notes that the EBOR cannot be delayed or denied due to tardy reference letters.

IMPORTANT: The Troop 648 Eagle Scout Coach is responsible for recording all received letters on the Troop 648 Path to Eagle Tracking Spreadsheet. The coach must bring these letters to the EBOR. The candidate must use the spreadsheet to identify delinquent letter writers and to send reminders. It is the responsibility of the candidate to contact the coach if there are any questions regarding the receipt status of any letter or what to do about tardy reference letters.​

Following a Successful Eagle Board of Review
Here is a description of the process:
Following a successful EBOR, a responsible unit representative will prepare a quality scan of both sides of the ESRA document. The scanned ESRA document must be emailed to Council (no hand deliveries). The Scout's statement of ambitions and life purpose and listing of honors and awards should not be included in the submittal. The email address for submitting the scanned ESRA is: 082ncac_eaglecert@scouting.org. In the email subject line record "Eagle Submission" followed by (1) The Scout's name, (2) District, (3) Unit type and number. In the body of the email, record the name of the person to be contacted when the ESRA has been approved, and the person's telephone number and email address.
NCAC does not perform an automated check on the accuracy of ESRA information, so it is critical that the Troop 648 Eagle Coach perform a thorough review of the ESRA before it is submitted to the Four Mile Run District Eagle Coordinator.
